Apple chose to ship Safari with one of its coolest features turned off by default: Tabbed Browsing.
Go to Safari Menu, select Preferences, select Tabs, and check Enable Tabbed Browsing
While running Safari, press Command-T to open a blank browser tab.

Thanks Tim, I have heard of Saft from a few sources now. I am going to give it a try to see if it cures the popup issues for me.
